UNHRC, as spelled out in Resolution 60/251 of the 60th United Nations General Assembly, was created in 2006. Follows the previous United Nations Commission on Human Rights set up by the ECOSOC in 1946. Questions of political and arbitrary use and discrepancies in the system of human rights violated in the UN were one of the reasons why the creation of the UNHRC was envisioned to enhance the credibility, effectiveness and accountability of the UN's human rights system.
UNHRC has been the focus point of the international debate about the issue of human rights abuses and the need of the states to adhere to international human rights law and international humanitarian law. It's tasked with surveillance, monitoring and investigation of human rights violations; conducting the Universal Periodic Review (UPR) of all UN member states; appointing independent experts and Special Rapporteurs as well as dealing with emergency situations related to human rights. These are extremely important, and the Council is helping in a significant way to document such violations, hold them to account and brings discussion around human rights issues to the forefront.
The discussion of civil and human rights and law in this item should not be exploited to discuss the human and legal aspect as part of the happening “War”. The problems of civilian protection in armed conflict, proportionality in armed action, respect for the sovereignty and international legal obligations will be discussed. The Educators will need to educate the Participants on three points: As a Middle East region, the impact of the conflict on their stability is great; the conflict can be avoided, and international human rights and international humanitarian law can be respected and built, through diplomacy and law and institution during conflict.
